HCBO Points System Procedure

1.0 SCOPE/FIELD OF APPLICATION:

3.0 RESPONSIBILITIES:

3.1     Secretary- The HCBO Secretary and his/her designee shall maintain points and division ranking for each member from completed and submitted earned points forms for each season.

3.2     Assistant Secretaries- The HCBO Assistant Secretaries shall work with the HCBO Secretary to provide game assignment records from their respective assignment areas.

3.3     Division Representatives- The HCBO Division Representatives will assist the HCBO Secretaries/Assistant Secretaries as needed to ensure proper documentation is provided from their respective Division members.

3.4     Members-Each member of the HCBO must submit the HCBO Earned Points Form at the conclusion of each HCBO basketball season in order to receive credit for points earned during that season.

 

4.0 DEFINITIONS:

4.1     Regular Member- Any person who can meet the qualifications specified in the HCBO By-Laws Article III Membership.

4.2     Points– The HCBO awards points to members who actively participate in chapter functions. The points are used to determine the members’ current ranking within the chapter based on a Division I, II, III, IV, V points system.

4.3     Division Ranking- This is the ranking system of officials within the HCBO from new member (Division V) to seasoned veteran (Division I). The member earns points to move up in Division Ranking. Division Ranking Points are as follows: Division V (0-74), Division IV (75-299), Division III (300-749), Division II (750-1499), Division I (1500 and above).

4.4     Season- The scholastic basketball season that extends approximately from November through March of each scholastic year. It is only relevant in regards to the support the HCBO provides schools and the UIL to cover the officiating responsibility of their basketball games.

4.5     Inactive Member- Any regular member who has not paid their HCBO dues/fees within the time requirements prescribed by the HCBO.

 

5.0 PROCEDURE:

5.1     HCBO Points System Procedure- The HCBO has created a points system to provide a means for officials to improve and move up in rankings within the HCBO. Points are used to reward members who are involved in many aspects of the HCBO, to encourage participation, to provide continued education and further develop the knowledge and skill level of each member.   Rankings are used to qualify for other criteria in the chapter (ie: DIII and above to be considered for Playoff games; unless chosen by a coach). Points are earned in the HCBO by attending meetings, taking required tests, working all levels of basketball games, attending approved training camps, and working HCBO assigned scrimmages (see HCBO Earned Points Form sheet). Based on the number of points earned, the member will be ranked in one of five (5) divisions. Division V represents the new member who may not have officiated any games for the HCBO. The points for Division V are from 0 to 74. Division IV represents the member who has completed at least one year of officiating games for HCBO and earned accumulative points in the amount of 75 to 299. Division III represents the official who has officiated for the HCBO for approximately three years or more and has earned 300 to 749 accumulative points. Division II represents a seasoned veteran who has participated in the HCBO for approximately six or more years and has earned 750 to 1499 accumulative points. Division I represents the seasoned veteran that has put in countless hours and years in developing their officiating skills. The Division I official has earned 1500 or more accumulative points.

5.2     Submission of Forms- At the completion of each season, each member must submit the HCBO Earned Points Form to the HCBO Secretary to update their accumulative earned points. The points for games will be compared to the actual game assignments per the HCBO Secretary and Assistant Secretaries. The approved points will then be added to the current member points and all rankings adjusted if applicable.

 

6.0 REPORTS AND RECORD KEEPING:

6.1     The HCBO Secretary and his/her designees will maintain the points records in one master database. The records will be kept for a duration set by the executive committee.

6.2     The HCBO Secretary or his/her designee will produce reports from the database as needed for review by the executive committee, game assignment committee or by regular member request (without confidential information).
